The slab decides this, not the map
Coatings are the trade least touched by flood mapping and permitting. What governs the result is vapor moving up through the slab, which on sandy Polk County ground is common and invisible until the surface is ground. Flood status becomes relevant only where a property has taken water and the slab was never properly dried before recoating.

Citywide mapping cannot tell you your slab's moisture content, what previous coating is bonded to it, or whether prior water left contamination in the concrete. A moisture test is worth more than any map here.
